SANTIAGO/TALCAHUANO, March 11 (Reuters) - Chile"s miningand refinery sectors escaped damage on Thursday as a series ofpowerful aftershocks rocked the world"s largest copper producerin the wake of one of the biggest earthquakes ever recorded.

Chile"s Codelco and global miner Anglo American (AAL.L)said all their mines were unharmed after seven tremors -- oneas strong as 6.9-magnitude -- rocked the southern-central areanear the epicenter of the massive Feb. 27 earthquake thatkilled hundreds of people.

The latest aftershocks shook Rancagua, a city nearCodelco"s giant underground mine El Teniente, just as newconservative president Sebastian Pinera was being inaugurated,

"We do not have any reports of damage," a Codelcospokeswoman said.

Dozens of aftershocks have so far caused no new fatalitiesor serious destruction in the days following the 8.8-magnitudequake which knocked down roads, bridges and thousands ofhouses.

The bulk of Chile"s key copper industry is located in thenorth, far from the hardest hit areas.

El Teniente and Andina, Codelco"s second- and third-largestmines by production with combined annual output last year of614,000 tonnes, were only briefly offline after the initialquake, and were operating normally on Thursday.

"Everything is normal. No problems. There was no damage tothe operations in the central region," Marcelo Esquivel, AngloAmerican"s spokesman in Chile"s capital Santiago told Reuters.

News of the aftershocks helped lift copper prices onThursday, but fears that China may tighten monetary policylimited gains.

U.S. copper futures" most active contract, May HGK0,settled up 0.90 cent, or 0.3 percent, at $3.3770 per lb on theNew York Mercantile Exchange"s COMEX division. On the LondonMetal Exchange, copper CMCU3 also ended up 0.3 percent, or$24, at $7,464 a tonne.

OIL REFINERIES

Two of Chile"s top oil refineries damaged by the originalquake remain shut. The Bio Bio refinery and the smallerAconcagua refinery suffered no additional damage from theaftershocks, although workers were evacuated for safetyreasons, union leaders at both plants said.

The Bio Bio refinery could be offline for two to threemonths, the head of the union there has said.

Chile"s new Mining Minister Laurence Golborne toldreporters on Thursday evening that Aconcagua would come back online this week and that he planned to visit the refineries withthe head of state-oil company ENAP to survey the damage.

Golborne also said Chile had arranged two diesel shipmentsthat would arrive in "coming days" but did not clarify whetherthose were in addition to fuel cargoes announced earlier.

Chile has increased fuel shipments to cover shortages fromthe refinery closures.

"We have enough inventories to cover demand for this fuelin the next week. We will not have any problems for at leastuntil the end of April," Golborne said.

GENEVA (Reuters) - An electric car developed by French financier Vincent Bollore and Italian car designer Pininfarina SpA may be available by autumn, Bollore told Reuters at the Geneva auto show.

As Europe gears up for electric car launches from major carmakers such as PSA Peugeot Citroen, Renault and Nissan, the two companies will launch the Bluecar initially for rental and later for sale.

The car will be available as soon as this autumn, depending on the results of crash tests, Bollore said.

Bollore, head of the Bollore group, said two battery plants that have recently been inaugurated in France would each have an annual production capacity of 15,000 30 kWh batteries per year by 2013.

"With this capacity we can make 30,000 Pininfarina cars or 10,000 buses, or 60,000 small urban vehicles," Bollore said. "Our objective is a mix of the three," he said.

Pininfarina Chief Executive Silvio Angori told Reuters in an interview on Tuesday he expected to ship 2,000 of the electric cars in 2011.

Bollore is throwing its weight behind lithium-metal-polymer batteries -- a different technology from the lithium-ion batteries other carmakers are using.

Bollore said support from Italian banks for Pininfarina meant the Italian company was free from problems. Angori said the group"s net loss would narrow markedly this year.

Angolan council approves new biofuels law

LUANDA (Reuters) - Angola"s parliament on Wednesday approved a new law to regulate the production of biofuels, opening the way for multi-billion dollar investments in the sector.

The African nation, which rivals Nigeria as the continent"s top oil producer, hopes the move will help lessen its dependence on oil and develop a farming sector wrecked by an almost three-decade long civil war that ended in 2002.

Oil Minister Botelho de Vasconcelos said several foreign firms were interested in investing in sugar and ethanol production in Angola and dismissed fears that the land used to grow biofuel crops would displace small-scale farmers.

"This new law will help us attract foreign investment. This is a historical step for Angola," said Botelho de Vasconcelos shortly after the law was approved by parliament. "We need to diversify our sources of energy."

Last year, Angola"s state oil company Sonangol, Brazilian construction firm Odebrecht and private Angolan group Damer began planting sugar cane in a 30,000 hectare (74,000-acre) site in Malange in the country"s first ever biofuel project.

With the new legislation, the ethanol produced by the project can be used in cars. Other sub-Saharan African nations like South Africa and Mozambique are also ramping up their ethanol production.

FARMERS, FOOD

The trend has raised fears in rural communities all the way up to the United Nations that private and foreign ownership of African farmland could displace farmers and threaten access to food, water and other resources.

Agriculture Minister Pedro Canga also brushed aside such fears. He told members of parliament his government would only allocate marginal land to the production of biofuels while the more fertile land would be used to develop agriculture.

"There is no incompatibility between food production and biofuel production," he said, adding his government was working hard on developing agriculture in Angola to lift millions of people living in rural areas out of poverty.

Angola was a top coffee, banana and sugarcane exporter before a 27-year civil war after independence from Portugal in 1975 led to a mass exodus of farmers to the cities.

The country now relies on imported food to satisfy most of its needs, which has helped drive inflation to close to 14 percent and also contributes to making Luanda one of the world"s most expensive cities for foreigners.

Under the new law, foreign companies which invest in biofuels must sell to state-owned oil firm Sonangol part of their biofuels production to satisfy Angola"s internal consumption needs.

It also states that foreign companies must provide local people with medical assistance and access to water and other basic resources in the land they are using to produce biofuels.
